Connecticut Law Tribune, November 22, 2011: UNH 's Michael Lawlor and Elaine Pagliaro assess the Connecticut state crime lab's proficiency violations and suggest strategies for upgrading its protocols. Lawlor, as Connecticut under secretary for criminal justice matters at the office of policy and management, chairs a 17-member task force focused on a short-term strategy to upgrade the beleaguered lab. Pagliaro suggests how even without access to the federally-managed CODIS (the Combined DNA Index System), the crime lab's DNA test results can be compared with Connecticut's own database, which has 82,176 entries.
