Raucher, chairman of the department of communication, film and theatre at UNH, weighs in on a recent ruling that graphic anti-smoking ads on cigarette packs violate free-speech protection. "Is protecting the health of children an overriding issue? Absolutely," he says. "However, is this law narrowly tailored to meet this standard? That's the question."
