With an emphasis on practical training in three internships (individual interventions at the Milford Council on Aging, community development through Model Cities Program in New Haven, and statewide public policy changes through Connecticut Youth Services Association), the Community Psychology program laid a foundation for micro and macro interventions that combined a focus on concurrent change on an individual, community and societal levels. With no shortage of creativity, Attorney Davey’s career started in youth employment and municipal mental health outpatient before managing delinquency prevention and positive youth development grants-in-aid and handling the State of Connecticut’s federal compliance initiatives in Child Welfare and Developmental Disabilities. Thereafter, the Connecticut Commission on Long Term Care provided an opportunity to work with 14 state agency heads to ensure state programs reached our most vulnerable state citizens through better integration and coordination. Part of his role was to serve as a legislative liaison between the agencies and the General Assembly.

Attorney Davey’s experiences led him to earn a law degree at the University of Connecticut School of Law and join the Office of the Attorney General as an Assistant Attorney General where he provided legal services to a variety of state departments, including Public Health, Education, Social Services, and Veteran’s Affairs. Attorney Davey’s trial practice case load emphasized complex litigation with significant public policy issues and/or high liability exposures within the Torts and Civil Rights Department. His practice also included serving as counsel to numerous licensing boards and commissions and handling of appeals from final agency decisions, including child abuse prosecutions that occurred in licensed facilities.

After spending 45 years in the public sector, including the last 29 years as an Assistant Attorney General under four different Attorney Generals, Attorney Davey transitioned into private practice at Garcia & Milas, P.C., where he continues to emphasize complex litigation trial practice, estate and probate matters, and insurance coverage issues. He also serves as arbitrator and mediator for the American Arbitration Association.

Professional Associations and Community Activities: Mr. Davey is a member of the American and Connecticut Bar Associations. He has provided leadership to the CBA Administrative Law Section over several decades. He is a frequent lecturer on administrative law and civil procedure. In January of 2019, he was an administrative law lecturer at the University of New Haven Henry C. Lee Institute Training Program with representatives of Schandnog Province, People’s Republic of China.

In each of his academic settings, Attorney Davey was active in student government organizations and was the Student Representative to the Faculty Senate. From 2012 to 2018, Mr. Davey served on the University of New Haven Alumni Association and was President 2015-2018, Programs-Events Chair (2013-2015). He is currently on the Advisory Board for the Henry C. Lee College of Criminal Justice and Forensic Sciences and the University’s Legal Studies Program. He has served as a mentor for numerous pre-law interns and law students. Attorney Davey is also on the Board of Directors (Secretary) for the Whitney Center, Inc., a full continuum of care community that includes independent living options, assisted living, rehabilitation care, skilled nursing, memory care and life care in the community. He has also served on committees supporting the New Haven Country Club.

Attorney Davey has also served as the Connecticut Health Lawyers Association’s Jay Healy Memorial Writing Competition Chairperson, a Director of the Connecticut Youth Services Bureau Association, Chairperson of the Hamden Coordinating Council, Support Staff to the Governor’s Blue-Ribbon Commission on Long Term Care Insurance, Director of the Hamden Fathers’ Baseball/Softball Association, and served on a variety of private, civic and professional workgroups.]]> college-lee-college-advisory-board-member
