Hartford Courant: East Hartford is moving toward restorative justice practices for youths. There is debate in CT over whether the approach is soft on crime. January 5, 2023 Michael Lawlor, associate professor of criminal justice, says there is a need to get to the root causes of why youths commit crimes before recommending punishments, especially when it comes to serious crimes.
