
About Evan
Evan Allard serves as Director of the Connecticut Intelligence Center, Connecticut’s designated all-crimes intelligence fusion center within the Department of Emergency Management and Homeland Security. He leads statewide intelligence-sharing, threat analysis, and public safety collaboration supporting homeland security, emergency preparedness, critical infrastructure protection, and interagency coordination.
Before joining the State of Connecticut, Evan served as an Intelligence Officer in the United States Marine Corps in operational and leadership assignments involving military intelligence, targeting, combat assessment, and multinational operations. He later joined the U.S. Department of Defense as a Senior Intelligence Analyst in the intelligence, surveillance, and reconnaissance community.
As an Executive in Residence, Evan gives students and university partners insight into intelligence operations, homeland security, cyber and physical threat environments, risk management, emergency preparedness, and public-sector leadership.
Through guest lectures, mentoring, career engagement, and academic collaboration, he supports the next generation of homeland security, criminal justice, emergency management, cybersecurity, and intelligence professionals.
